This has got to be one of the best cheesy movies ever made. The Cat Woman, The Penguin, The Riddler, and The Joker are all working together this time, a situation that the mayor (or possibly the commisioner) describes by saying the best line in the whole movie: "The sum of the angles of that rectangle are too monstrous to contemplate!"
